Comprehensive Programme on Asset Transfers, Interest Free Loans and Skills Trainings

The National Poverty Graduation Initiative (NPGI) is part of the Ehsaas strategy. It aims to graduate the
poorest households out of poverty and set them on a course of economic and social prosperity. Its components include (i) asset transfers; (ii) interest free loans and; (iii) vocational and skills training to
make assets productive.

The graduation initiative aims to reduce dependence of the population at the bottom of the economic pyramid on government-led social safety nets (BISP, Zakat and Baitul Mal programmes) and helps to bring this population into the mainstream of economic development and nancial inclusion.

EHSAAS RASHAN PROGRAM 2021

The government, in addition to its own funding, is partnering with the International Fund for Agricultural Development (IFAD) and the Asian Development Bank (ADB) in this initiative.
Total projected cost of the initiative is Rs. 42.65 billion.

IMPLEMENTATION ARRANGEMENTS:

The initiative will be executed by Pakistan Poverty Alleviation Fund (PPAF) and BISP. More than forty
partnering NGOs will be involved in executing this initiative including the Rural Support Programs and
Akhuwat.

TARGETING, SELECTION AND IMPACT:

This initiative is being rolled out in over 100 districts and will impact 16.28 million people with 50%
women. The initiative also includes youth, persons with disabilities, transgender people, minorities
and marginalized communities in lagging districts. Selection of beneciaries is based on the
Poverty Score Card used by the government and donors.

COMPONENTS OF THE NATIONAL POVERTY GRADUATION INITIATIVE:

  • Asset Transfer: 225,000 assets will be provided to the poorest of the poor to start their small businesses along with skills training and business planning. The average cost of the asset which will be given as a grant is Rs. 50,000. Furthermore, they will have access to interest free loans (see component ii below). In total 1.45 million people will benet from this component. Recipients of asset transfers is determined by the partner organizations using the Poverty Score Card.
  • Interest Free Loan Programme: This is a major component of the Initiative. From July 2019 onwards, 80,000 interest free loans will be disbursed every month. The range of the interest free loans is Rs. 20,000 – Rs. 75,000. As many as 3.8 million interest free loans will be provided (80,000 loans a month for the next 4 years) to 2.28 million households. In total, 14.7 million people will benet from this component. Interest free loans are being accessed through existing 1,110 loan centers operated by partner organizations. As additional districts are added, new loan centers will be established. Information will soon be available on the website of Poverty Alleviation and Social Safety Division.   • Vocational and Skills Training: Recipients of asset transfer and interest free loans will be provided skills and business development training as needed to ensure sustainable livelihoods. Furthermore, an additional 20,000 youth will be provided special skills to develop innovative businesses. This additional training will benefit 129,000 people Certified training courses will be conducted by NAVTTC.

TODAY’S LAUNCH:

Today, the Prime Minister is launching the National Poverty Graduation Initiative (NPGI), marked by 391 cheque distribution ceremonies where 86,151 interest free loans worth Rs. 3.02 billion are being given out across Pakistan. During the next four years, every month around 80,000 interest free loans will be disbursed, nationwide. Furthermore, over 9,000 assets will be distributed every month over the next two years.

Cheque distribution will not be conducted in the FATA in July due to the upcoming elections.

On July 05, 2019, the Prime Minister is chairing a ceremony in the Auditorium of PM oce Islamabad and will distribute a few cheques to interest free loan borrowers to launch this nation-wide initiative.

  • Education beyond intermediate is one of the ways to overcome poverty. However, access to higher education is itself distributed very unevenly. For example, only 0.4% of the children from the lowest income quintile (from the relevant age cohort) are enrolled in higher education institutions, which is far below the national average of 10%. Ehsas scholarships aim to eliminate this source of unequal access.
  • According to the National Human Development Report 2017, Pakistan is one of the youngest country in the world. Realizing its demographic reality which has a population of around 220 million out of which more than half are of university age cohort, the priority of Government of Pakistan is to work on such programs which give drive to provide access to financially deserving and also encourages gender equity. The strategy is to create opportunities for a sizeable segment of youth to bring them under the net of higher education and create equal education opportunities for all.

OBJECTIVES:

  • It is a paradigm shift in a policy of the Government of Pakistan to support undergraduate level students who after completing FA/FSc./Intermediate are unable to pursue university education due to limited financial resources. Unlike past financial assistance schemes that were aimed at MS or PhD programs, the Ehsas Undergraduate Scholarship Project focuses on the most critical segment, namely the 4-5year undergraduate programs, which contributes the most to income of the individual who completes the bachelors degree
  • It is one of the sizeable project funding under Government of Pakistan’s Ehsaas social safety net program which aims to provide 50,000 undergraduate scholarships with an average budget of Rs.6 billion annually. Over a period of next four to five years these scholarships will be increased to around 200,000.
  • Scholarship covers university tuition fee and stipend throughout four-five years of degree duration. It is a significant step to ensure affordable higher education in all major fields of education including agriculture, arts and humanities, business education, engineering, medical, physical sciences, and social sciences.
  • The project aims to support female education therefore 50% of scholarships are reserved for the female students in the overall Project’s target.
  • To encourage physically challenged students, 2% of the scholarships are reserved for them.
  • It is a vibrant program which will facilitate creation of the competent workforce thus enhancing employability factors in youth.
  • It foresees to create drive for education among those students who have discontinued studies due to limited financial issues.
  • By targeting most vulnerable segment of young population through this initiative, poorer households would be enabled to come out of poverty, which in a long run expected to have positive impact on individuals, their families and the community.

ELIGIBILITY CRITERIA:

Scholarships are offered for:

  • Newly admitted students of Fall 2021 session in HEC recognized public sector university
  • Students fulfilling criteria of need and provide authentic information required under the Project’s policy.
  • Admissions secured on merit only. Merit means that the student has fulfilled the admission criteria of the institution in which he/she intends to study.
  • Degree programs allowed by the HEC.
  • Age limit set by institution’s regulations, i.e. the maximum age of the eligibility for the scholarship is the same as the maximum age for applying for admission in undergraduate programs at the HEI.

Ineligibility Conditions:

A student is ineligible for the scholarship if found

  • Availing any other scholarship or continuous grant
  • Enrolled in distant learning programs and affiliated colleges (both public/private )
  • Secured admission on self-sustain/ self-support/ self-finance basis, or in evening programs with higher fee structures
  • Students of two-year post-higher secondary or equivalent programmes, two-year associate degree programmes, Master’s and the nomenclature of BA/BSc programmes are not eligible for Ehsaas Scholarship
  • Students holding associate degrees, if newly enrolled in lateral undergraduate degree program i.e. 5th Semester are also ineligible

SUPPORTING DOCUMENTS:

After submission  of the online application form of Ehsaas Undergraduate Scholarship Project , the applicant is required to take printout of the application form and attach following supporting documents:

Important Note: The hard copy of the application form along with the supporting documents will be submitted to the Student Financial Aid Office of the university only.

SCHOLARSHIPS AWARD PROCESS:

  • All students are required to apply through https://ehsaas.hec.gov.pk/ online system and SUBMIT the application form. Applications in the “Saved” mode will not be acceptable.
  • Applicants are required to submit hard copies of the application form along with the supporting documents to the financial aid office of the university by the given deadline.(list of supporting documents are specified on the website)
  • The Scrutiny Committee of the university will short list all candidates who fulfill the eligibility criteria, based on the information provided in their applications, and who have provided all the information sought for under the rules such as proof of family income, assets, past academic record, age (where appropriate) etc.
  • Incomplete application form in any respect will be rejected.
  • The Institutional Scholarship Award Committee of the universities will interview/ recommend potential applicants for the award of scholarship.
  • Scholarship awardees will be asked to sign a deed of agreement on a stamp paper.
  • Financial Aid Office of the university shall issue the Final Scholarship Award Letter.
  • Awarded scholarship is not transferable to any other university/ academic program/ academic session.
  • Scholarship funding shall continue for next semester/ year subject to satisfactory academic performance.

Note: Students are advised to fill the online application form very carefully and provide authentic documentary proof of household income and expenditure for assessment and evaluation by the scholarship award committee. If, during any stage of degree program it is found that the Scholarship Awardee has provided false information in the application form/forged/tampered the application form or income certificate in order to secure the scholarship, the university will be liable to take strict disciplinary action as per rules which may include, but not limited to the refund of all scholarship funding.

  • All students must apply online at https://ehsaas.hec.gov.pk/ and submit an application form. Applications in “Saved” mode will be rejected.
  • Applicants must send hard copies of the application form, as well as supporting documents, to the university’s financial aid office within the stipulated time.
  • All nominees who meet the eligibility criteria, based on the information provided in their applications, and provide all the information requested under the rules, such as proof of family income, assets, past academic record, age, etc., will be nominated from the University Oversight Committee.
  • Any incomplete application form will in any way be rejected.
  • Potential applicants will be interviewed and recommended for a scholarship by the University Institutions Award Committee.
  • The University Finance Office will send out the Final Scholarship Final Letter.
  • The bursary will not be transferred to another university, curriculum, or study session if offered.
  • Scholarship fees will be extended for the next semester/year if the academic performance is good.
